The 1980 Constitution of Vanuatu guarantees freedom of conscience and worship. the 1996 US State Department Report on Human Rights says that the government generally has respected this right in practice. In 1995, the legislature of the country passed a Religious Bodies Act which would give the government the right to register religious organizations and potentially to control their activities. The President refused to sign the bill on constitutional grounds. The State Department Report says that apparently the government is making no effort to to enforce the bill.
