The 1990 Constitution of Nepal declares Nepal to be a Hindu Kingdom. Article 19 declares that, Every person shall have the freedom to profess and practice his own religion as coming down to him from perennial past having due regard to the traditional practices/ Provided that no person shall be entitled to convert another person from one religion to another.
People are free to practice their own religion so long as they do not proselytize. Conversion is prohibited and punishable by fines or imprisonment. Police occasionally harass members of minority religions and foreigners can be expelled from the country if convicted of proselytizing. Tibetan Buddhists have experienced some restrictions on their festivities.
