The 1980 Constitution of the Cooperative Republic of Guyana declares Guyana to be a "secular, democratic sovereign state in the course of transition from capitalism to socialism..." The Constitution provides for freedom of religious belief, assembly and expression. Religious communities are allowed to provide religious instruction to their members. These rights may be infringed only "in the interests of defence, public safety, public order, public morality, or public health; or ... for the purpose of protecting the rights and freedoms of other persons; ... with respect to standards or qualifications to be required in places of education including any instruction (not being religious instruction) given at such places." Discrimination of the basis of religion is forbidden.
