Freedom of religious belief and practice are guaranteed by the constitution of 1983, although the government reserves the right to regulate religious functions outside of enclosed places and buildings to regulate traffic, protect the public health or combat disorders. The government provides subsidies to religious organizations that provide educational facilities.
The Netherlands is known for a long history of religious freedom and tolerance. In recent years, this commitment to religious freedom has been challenged by the German and French attack on new religious movements. The Netherlands are a participant in the Schengen Treaty with Germany and France, and thus are technically bound by this action. However, the government of The Netherlands has continued to allow the Unification Church's founder, Reverend Moon, entry to the country, in spite of his being listed as an undesirable under the terms of the Schengen Treaty.
