The 1992 constitution declares that the Charter of Fundamental Rights and Freedoms, which protects religious freedom, shall be a part of the constitutional order of the nation. According to the 1996 US State Department Report on Human Rights, the state provides support to all religions which are registered with the Ministry of Culture. In order to register, a religious group must have 10,000 adult members. Smaller religious groups, who are unable to register, lack legal status and are unable to own community property. The Christian Democratic Union-Czechoslovak Peoples Party is a part of the ruling coalition. The Christian Democratic Party merged with the Civic Democratic Party, the largest party in the coalition government, in 1996.
